Original Case

Kelsey pleaded guilty in November 2022 to conspiracy to defraud the United States and aiding and abetting acceptance of excessive campaign contributions. He received 21 months in prison and three years of supervision in August 2023. DOJ described routing approximately $91,000 from a state campaign account toward his federal campaign. His failed attempt to withdraw the guilty plea and later dismissed appeal do not erase that plea or sentence.

Clemency

March 11, 2025: full and unconditional pardon of the specified federal case. The pardon is distinct from a judicial reversal of the guilty plea or conviction.

Trump Connection

Kelsey was a Republican Tennessee state senator and conservative legal-policy advocate, but the public clemency record identifies no personal, campaign, or business relationship with Trump and names no intermediary. Kelsey characterized his prosecution as politically motivated after receiving the pardon; that was his own account, not a White House explanation or court finding. Trump’s individualized rationale remains publicly undisclosed.
